County Commissioner Andy Anderson told a railroad official he thought a study promoting the positive economic impact to Brevard County from the proposed All Aboard Florida passenger train service was "the worst one I've ever seen as far as fabrication and spin."

He said the conclusions of the study, that the construction project would create more than 1,400 jobs in Brevard County for two years, "is probably the closest thing to Fantasyland at Disney that I have ever seen in my life," according to Local 6 partner Florida Today.

All Aboard Florida proposes running high-speed rail service from Orlando to Miami, with interim stops in West Palm Beach and Fort Lauderdale, starting in 2016. The trains would pass through Brevard County — 16 times a day in each direction — but not stop there.

During Tuesday's County Commission meeting, Anderson told the railroad official, Russell Roberts, to ask the study's authors to "amend it or quit smoking crack or whatever they're doing."

Roberts, vice president of corporate development at Florida East Coast Industries, defended the study's conclusions, adding that he would "respectfully disagree" with Anderson's criticism.

Anderson said, even if construction jobs are created for the new track being built from Cocoa to Orlando, he believes most of those jobs wouldn't be filled by Brevard County residents.

Roberts disputed that, saying Florida East Coast Industries, which is developing the rail line, is committed to hiring local contractors for the project for the sections within the eight counties along the 235-mile route. He said the Brevard County section of the route will require extensive track and bridge work.

During Tuesday's meeting, commissioners also defeated two proposals by Commissioner Trudie Infantini related to the rail project.

One was a resolution that would, among other things, call on All Aboard Florida to pay for all future maintenance work at railroad crossings related to the track expansion and upgrades. Local governments now pay the maintenance under agreements signed when the railroad gave permission for the roads to cross its right-of-way.

The resolution failed 3-2, with Anderson and Infantini voting in favor. Commission Chair Mary Bolin Lewis, Vice Chair Robin Fisher and Commissioner Chuck Nelson voted against the proposal.

Commissioners voting no said they wanted more information from the county attorney's office before supporting the measure, and wanted the issue to go before the Space Coast Transportation Planning Organization.

Roberts told commissioners that All Aboard Florida would pay for track and crossing improvements. But it would not commit to future maintenance at rail crossings, saying that is the responsibilities of the counties and cities along the route.

Commissioners also did not support a second proposal by Infantini to have the county hire its own consultant to examine the environmental impacts of the All Aboard Florida line.

Three members of the public spoke in favor of that proposal, citing concerns about safety, noise, vibrations, road congestion and property values.

The rail line "will change the face of the coast and Florida," said Terry Senn, who was representing the Micco Homeowners Association. "Time is of the essence."

Infantini said the All Aboard Florida project "is not a good fit for the state of Florida. I think it's imperative that we go out and do something."

But no other commissioner backed the proposal.

Fisher said he wanted to wait for release of the All Aboard Florida environmental impact study, which is scheduled to come out in June.

I'm from Brevard and there are some people down there that are freaking out about this.  I don't get it.  I don't think these people are used to passenger trains passing through, much less at 125 mph.  The gates go down and 2 minutes later they go back up.  Big deal.  They should be thankful that FEC isn't adding mile long freight trains that keep the gates down for eternity.

The 'sky is falling' panic that is being stirred up over this is completely fabricated. In the era just after The War of Northern Aggression, several central Florida communities banded together to keep the railroads out based on 'science' that said the wind stirred up by speeding trains would cause mass crop failures. Apparently not much has changed in Brevard or down on the Treasure Coast.

As an aside, stops can always be added later, and once the service is up and running there will be a growing demand for stops. For those who say it won't happen as it will slow down the trains, consider that not every train needs to stop at every station. If for example they added just two stops to all trains, some could easily serve a Cocoa-Rockledge Station and a Stuart Station, other trains could serve Cocoa-Rockledge and Fort Pierce, maybe others Vero and Fort Pierce... etc.
Some trains could still run non-stop from Orlando to West Palm. The 7-14 minutes consumed by the addition of one or two stops, would easily be offset by additional passenger revenue.

Further, as the system expands northward, Jacksonville/Atlanta are possibilities and westward toward Tampa, Brevard County will be the hinge pin of the system. The Cocoa-Rockledge Station is mid-century modern and still stands in very good condition. The Cocoa-Rockledge Railroad station has been leased to a local company for years, the lease might contain a date to vacate, and the building will probably get a makeover, not to mention landscaping, improved parking and passenger platforms.  So the correct answer to the question everyone asks is: "Of course they won't build a station in Cocoa-Rockledge, THE STATION IS ALREADY THERE!"

Once it is going jax, maybe it can head west, and go to New Orleans.  I know this is not a commuter route, but it sure would be nice to pick it up in Tallahassee.  The track has long since been fixed, but Amtrak has not returned the route.

CSX owns that track.  FEC already shares track rights with NS into Atlanta I believe.

Amtrak has not returned the route because they believe it's too unprofitable.

Amtrak trips of less than 400 miles generate a positive operating balance while the longer routes carry the rest of the passengers and lose money.

I'm in Seattle at the moment and right next to a Amtrak route on Alaskan Way. It takes all of 45 seconds for the trains to clear and they aren't even moving at operational speed.

With 30 trains a day for AAF thats a sum of 22 minutes of impact to their way of life in 1 day of which most of it will happen while they are at work.

Actually Brookings like virtually every other think-tank study draws a bunch of wrong conclusions, not the least of these are based on Amtrak's fuzzy accounting. There really are no firm numbers to indicate a profit and loss statement on a route by route basis and they force every train to contribute to the bottom line, supporting the railroad they operate in the northeast corridor. The long-distance trains operate on other companies railroads which is far cheaper then buying and maintaining real estate, buildings, rock, rail and ties along several hundred miles of high speed 4-track mainline.

I am of the opinion that we should dump the NEC operation on some sort of northeastern state coalition. The real national system, skeletal as it is, should be expanded and could be privatized by offering tax credits to operating railroads and other operating companies on a route by route basis.

Seems to me that nothing will happen. The Democrats are perfectly content to allow Amtrak to remain 'A Soviet Style Socialist Railroad,' and the Republicans want it killed with ZERO thought whatsoever because every GOP guy happens to know that highways build and maintain themselves for free and rail costs money!
